Army Chaplains wear the branch insignia of their faith on their covers and above their last name on their uniform (http://www.tioh.hqda.pentagon.mil/branches/Chaplains%20Corps.htm). And he is a 1LT.

And yes, DA civilians serving with the military do wear ACUs and have special insignias showing this.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-5284690686321744854.post-88903007488589414832009-11-02T21:08:45.322-08:002009-11-02T21:08:45.322-08:00It appears that he is a 1LT. All military chaplains are commissioned officers in their respective branch of service.
I am not sure as to his rank, but you can't jump into the Chaplain Corps as a senior officer (LTCOL or O-5) even if you served before as an officer so he is not a LTCOL. The picture is very small but the marking you see is likely the Dharmacakra, the Buddhist chaplain insignia.Jeanette Yuinen Shinhttps://www.blogger.com/profile/17712459960189461740noreply@blogger.comtag:blogger.com,1999:blog-5284690686321744854.post-81197346848882966422009-10-30T22:17:21.191-07:002009-10-30T22:17:21.191-07:00Rank? Col as his markings suggest, then it's a little different. Don't want to make a big deal, but to some it matters.Anonymousnoreply@blogger.com
